Foreign Buyer Rules & Purchase Permission
Who needs approval, which restrictions may apply, and what must be verified before a foreign national purchases property.
Editorial update: 13 October 2026
Rules were amended in 2026: The May 2026 foreign-purchaser decree adjusted the permitted number and types of properties. Subsequent 2026 decrees are also listed in the Official Gazette. Do not use 2024–2025 marketing figures as binding current limits.
Approval process
01Permission to Purchase
Foreign buyers generally require the relevant Council of Ministers purchase permission before transfer of title. Application procedures may include a passport, police certificate or background review, property records and other documents requested by the authorities.
- Confirm whether a separate approval is needed for every contemplated purchase and for the specific buyer structure.
- Verify who is eligible to apply, including married couples, companies and joint purchasers.
- Check permission validity, applicable fees and the current online application procedure with the Ministry of Interior.
Property limits: foreign individuals
A May 2026 decree described different options for non-TRNC purchasers, including up to three apartments, one individual residence on land not exceeding 3,300 m², or two qualifying two-storey villas in a housing development, subject to conditions and the required permission.
The rules also mentioned an option for a single residence on a plot up to 1,338 m². These categories should not be combined or interpreted as cumulative entitlements without legal confirmation.
Because the Official Gazette records later amendments in 2026, these figures are included as May 2026 reference information, not an unconditional current entitlement.
Turkish citizens and other qualifying nationalities
The May 2026 announcement specified different ceilings for citizens of states recognising the TRNC and providing reciprocal rights to TRNC citizens: up to six apartments or three eligible villas, subject to the detailed rules.
The exact nationality category, allowed combination, unit restrictions and impact of subsequent laws must be checked before a buyer relies on these numbers.
Foreign-owned companies and regulated land
Company ownership structures can also be subject to foreign-buyer restrictions. A TRNC-registered company should not automatically be treated as a locally eligible purchaser when it has foreign owners or controllers.
- Agricultural, forestry, military or other protected land may be subject to additional restrictions or prohibited categories.
- Shared or undivided titles and certain development projects may carry special conditions.
- Check project-wide foreign-ownership ceilings and any limits relating to the nationality or family relationship of existing buyers.
While purchase permission is pending
A registered sale contract may give contractual protections, but it is different from ownership recorded by title transfer. Rights to possession, rental income or resale depend on the signed contract and the applicable law.
The original article suggested an average permission period of two to six months; this is not a reliable guaranteed processing time. Do not plan deadlines or funds solely around that estimate.
