Property Purchase Costs, Taxes & Fees

Budget for transfer charges, stamp duty, VAT, seller-side taxes and professional costs.

Editorial update: 13 October 2026

October 2026 change: The transfer-charge table quoted in the original article is outdated. A new tariff appeared in Official Gazette No. 197 on 7 October 2026 and is described as temporary until 5 January 2027. Verify the latest rates at the point of payment.

Current-sensitive item

01Title transfer charges – temporary October 2026 tariff

Recent reports based on Gazette No. 197 give the following total transfer-charge rates (including relevant component levies) for the buyer groups shown:

Buyer groupPurchaseReported total
Other foreign buyer1st property4%
Other foreign buyer2nd property5.5%
Other foreign buyer3rd property6%
Qualifying Turkish citizen1st–2nd4%
Qualifying Turkish citizen3rd–4th5.5%
Qualifying Turkish citizen5th–6th6%
TRNC citizenGeneral transfer3%

Rates are not universal: nationality, purchase sequence, property size, the valuation base, transitional provisions and the temporary tariff matter. The original source listed 9% for foreign buyers, 6% for TRNC citizens and 3% one-time relief; these should no longer be presented as blanket current rates.

Upfront costs

02Stamp Duty & Contract Registration

The original article listed stamp duty at 0.5% of the contract price and contract registration within 21 days. Confirm the current tax rate, stamping deadline, place of registration and any applicable late charges with the Tax Office and your conveyancer.

Depending on seller / property

03VAT (KDV)

VAT may be charged on property sales where the transaction is subject to VAT, often on new developer sales. The original guide gave 5% as a typical residential rate; treatment can differ by the property and current VAT thresholds. Obtain a written quote showing whether VAT is included.

Seller / contract

04Seller Tax (Stopaj)

Seller-side withholding or capital-gains-related charges may apply and depend on seller status, transaction and current law. The previous guide quoted approximately 4% to 6.25%; this range has not been confirmed as the current applicable rate. The sale contract must clearly specify who ultimately bears each charge.

Foreign purchasers

05Permission to Purchase Fee

A government application fee can apply to foreign buyers. The original guide referred to a charge tied to a fraction of the minimum wage and additional fees on repeat applications. Ask the responsible authority for the current tariff before applying.

Professional costs

06Legal Fees

The source suggested GBP 1,200–1,500 as an indicative legal-fee range. This is not an official tariff: obtain a written quote specifying title searches, checks, registration, power of attorney and disbursements.

Contractual costs

07Estate Agent Commission

The source described 3% as a common commission, often paid by the seller. Actual fee allocation depends on the agency agreement and may be different; confirm it in writing before signing.

Ongoing expenses

08Annual Property Tax

The original article estimated a municipal charge of TRY 3/m² per year and gave a 100 m² example of TRY 300. This is a historical estimate, not a verified 2026 rate. Check the relevant municipality’s current assessment.

Before you pay

Budgeting and payment checklist

  • Request an itemised cost schedule before contract signature: purchase price, possible VAT, transfer-related charges, legal costs, agent commission and registry fees.
  • Check which payments are due at contract registration and which are due at the final title transfer.
  • Use the current official rate schedule and the Lands Office valuation base, rather than a percentage from an older online article.
  • Keep receipts and insist that any allocation of seller taxes to the buyer is written into the contract.

Disclaimer: This is a budgeting guide, not an official quotation or tax assessment. Verify all fees with the District Lands Office, Tax Office and an independent legal adviser before transferring funds.
